UPANG ma-regulate at maiwasan ang pagkalat ng fake news at mga maling impormasyon, kailangang kumuha ng prangkisa ang mga social media platform tulad ng Facebook, YouTube, Tiktok at iba pa.

Ito ang mungkahi nina Surigao del Norte representative Robert Ace Barbers, Abang Lingkod party-list congressman Joseph Stephen Paduano at Agusan del Norte solon Jose ‘Joboy’ Aquino, na mga miyembro ng House Tri-Committee na nag-iimbestiga sa mga fake news sa social media.

“I think it would be best if these social media platforms secure a legislative franchise in this Congress. If you are under the franchise of this Congress, then you will be subject to the regulation that will be imposed under the law,” ani Barbers.

Dahil dito, iminungkahi ni Paduano na amyendahan ang Public Service Act o Republic Act (RA) 11659 upang maisama ang lahat ng social media platform kasabay ng panawagan sa National Telecommunications Commission (NTC) na isama sa kanilang ‘public utilities’ ang mga platform na ito kung saan kumakalat aniya ang fake news sa pamamagitan ng internet.

“I think we should amend our Public Service Act and include this in the list of public utilities. As far as I’m concerned, all the more that we have to do that,” ayon kay Paduano.

Ginawa ni Paduano ang pahayag matapos aminin ng Bureau of Internal Revenue (BIR) na nahihirapan silang maabot ang mga social media platform dahil walang opisina ang mga ito sa bansa.

“We don’t consider them (social media) public utilities because they don’t have any physical office here in the Philippines,” Sabi ni Atty. Kathlyn Jaylou Egipto ng National Telecommunications Commission (NTC) kaya nais ni Paduano na humingi ng prangkisa ang mga social media platform na ito sa Kongreso.

Sinabi naman ni Aquino na panahon na para i-upgrade ang Kapisanan ng mga Brodkaster sa Pilipinas (KBP) at maging ang Movies Television Review Classification Board (MTRCB) sa kanilang mandato upang maisama sa kanila ang mga social media platform na ire-regulate.

“I think the KBP and MTRCB should update and upgrade so that they can help the government. I just don’t think we should just sit here idly by and allow these abuses to happen,” ani Aquino. (PRIMITIVO MAKILING)
